https://bz.apache.org/bugzilla/show_bug.cgi?id=59576

            Bug ID: 59576
Summary: HTTP(S) Test Script Recorder: Not able to record using
                    HTTP(S) Test Script Recorder
           Product: JMeter
           Version: 3.0
          Hardware: PC
            Status: NEW
          Severity: critical
          Priority: P2
         Component: HTTP
          Assignee: issues@jmeter.apache.org
          Reporter: kishore.bhamare@gmail.com

Issue: I am not able to record script using HTTP(S) Test Script Recorder in
JMeter 3.0

Steps to reproduce:
1. Start Jmeter 3.0.
2. Select Workbench-> Add Not test element 'HTTP(S) Test Script Recorder'
3. Add any logic controller, I have added Transaction Controller.
4. Go to HTTP(S) Test Script Recorder select Target controller.
5. Now open mozilla browser and do the proxy setting.
6. Go to HTTP(S) Test Script Recorder click on 'Start'button.
7. it shows Root CA certificate click on OK.
8. Go to mozilla browser and run the URL that needs to be recorded.
9. Getting 'The proxy server is refusing connections'

Apache JMeter Version: 3.0
Mozilla Firefox Version: 46.0.1
URL: http://www.e-zest.net/

Note: Same flow I have tried on JMeter 2.13 and it's working.

Note that the proxy port was changed to 8888 as a default.
Make sure the recorder and browser agree on the port to be used.

This sounds as though you have not added the new certificate to the browser.
The proxy cert will be different for the new release
