CI "Startup failure" on both jobs looks like an Apache org-wide Actions
allowlist issue (astral-sh/setup-uv and dtolnay/rust-toolchain not in the
allowed list). Not related to these patches — same failure would occur on
any PR right now. The project will need an INFRA jira ticket to add these
to the allowlist, or to switch the workflows to allowed equivalents.
