properties file

hi all
does the velocity source come with any property file which is used by the
build script 
b'cause i saw a mention of the file .ant.properties in the build.xml
please do help me as i am not able to build it.
the error thrown is 
the JAVA_HOME even though i have set it to d:\jdk1.3 , its automatically 
setting it to  C:\Program Files\JavaSoft\JRE\1.3 andechoing on the screen
