The image source and attribution for the current image used at
http://www.openoffice.org/why/why_gov.html is unclear. Seems to be some
building in Korea? 

Suggest to use this Public Domain image of German Parliament building in Berlin
instead (fits well since AOO originates from Germany :-)

Attached is the photo, resized and converted to png. Simply committing this
version on top of the old should see to that all native language sites using
this image will also update correctly :)

Well I disagree with this change.
For me, this picture means that German government use OpenOffice.
