This is an epic to track the various tickets around improving the performance of the allocator, including the following:

* Preventing un-necessary backup of the allocator.
* Reducing the cost of allocations and allocator state updates.
* Improving performance of the DRF sorter.
* More benchmarking to simulate scenarios with performance issues.
