Problem with rat-maven-plugin

Hi,

I'm a Struts Committer and I'm trying to release the new Struts
2.2.1.1 version but I've had problem with the RAT plugin. I'm using
Maven 3.0.1 and maybe that's the problem
Here it's the pom [1] that holds the configuration and during
launching release:perform RAT is complaining about that file [2] -
unapproved license. What can be wrong?
