CLI jar

Hi,

I had a little snag bootstrapping as I think someone put a cli jar
version 1.0 overtop of the existing one. So the actual code I needed was
in a JAR at ibiblio but I had an existing 1.0. We'll need to modify the
deployment logic to never allow the replacement of an existing version,
unless its md5 checksum doesn't compute correctly.
