[I] bug: 413 Request Entity Too Large [apisix]

   ### Current Behavior
   
   I see https://github.com/apache/apisix/issues/5301
   
   However, following the steps of configuration still cannot solve the problem
   
   ```yaml
       nginx_config:
         http:
           client_max_body_size: 0
   ```
   
   ### Expected Behavior
   
   _No response_
   
   ### Error Logs
   
   _No response_
   
   ### Steps to Reproduce
   
   HTTP request body greater than 1m will result in an error
   
   ```html
   
   <html>
   
   <head>
       <title>413 Request Entity Too Large</title>
   </head>
   
   <body>
       <center>
           <h1>413 Request Entity Too Large</h1>
       </center>
       <hr>
       <center>nginx/1.25.5</center>
   </body>
   
   </html>
   ```
   
   ### Environment
   
   - APISIX version (run `apisix version`): 3.9
   - Operating system (run `uname -a`):Linux ecm-e900 3.10.0-957.el7.x86_64 #1 SMP Thu Nov 8 23:39:32 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux
   - OpenResty / Nginx version (run `openresty -V` or `nginx -V`): nginx/1.25.5
   - etcd version, if relevant (run `curl http://127.0.0.1:9090/v1/server_info`):
   - APISIX Dashboard version, if relevant:
   - Plugin runner version, for issues related to plugin runners:
   - LuaRocks version, for installation issues (run `luarocks --version`):

   Try specifying the size unit?
   ```
   nginx_config:
     http_server_location_configuration_snippet: |
       client_max_body_size 5m;
   ```
