Today, we define the list of packages to be installed at individual service level metainfo.xml. 

In the new mpack model Ambari will no longer execute (i.e. "yum install hadoop", "yum install hadoop-client"), but instead Ambari will install individual mpack meta-rpms (i.e. "yum install hdpcore", "yum install edw") whenever a component from that mpack is installed. 

So we should add ability to define list of packages at the stack level (i.e. stack/metainfo.xml).
