   ### Description
   
   The parent issue is: https://github.com/apache/incubator-inlong/issues/2282
   
   Based on the adjustment of Zkmataconfigmapperimpl and Bdbmetaconfigmapperimpl classes, we complete the HA keeping alive scheme based on zookeeper or BDB components, as well as the metadata saving and reading operations
   
   In this issue, we need to optimize the Metadatamanager class to, select different storage schemes based on configuration and optimize the existing data operation implementation
