Struts-config.xml parsing issue in JRun 3.0.2a

I wanted to indentify the libraires I am using, specifically:

Xerces 2.3.0
Commons Digester 1.4

I am starting to think this is a parser issue, not a struts issue.  I am going 
to try using an older version of xerces and see if it resolves the problem.
