$Header$ - a feature we should probably have, for parity with CVS
$Header$ is a keyword exactly like $Id$, except that the full file path is
used instead of the basename. In our context, it would be the full URL.
I think we should support this, for parity with CVS.

Not the full URL, but the full path within the repository. CVS $Header$
is relative to the root, too, IIRC.
