   @jonpspri, each project using scanCode can have it's own config file. This configuration file can be passed to the scanCode utility using `--config CONFIG_DIR`.
   
   For an example, see he incubator-openwhisk has its own configration file: https://github.com/apache/incubator-openwhisk/blob/master/tools/build/scanCode.cfg#L31.
   
   @mrutkows, would you recommend the above?
