HBase release 0.18 will target Hadoop release 0.18.x

This release was formerly named HBase-0.3.0, but to eliminate confusion in the community with respect to which HBase release worked with which Hadoop release, the community agrees that HBase should follow Hadoop release numbers.

Due to the delay in the release of HBase-0.2.0, and since Hadoop-0.18.0 is currently available, it is anticipated that the release cycle will be short and less aggressive than the one originally planned for HBase-0.3.
