Is this issue still exist? Didn't go through all the comments, but from the Jira description, this is not an issue anymore based on trunk code. 

As a side benefit of ZOOKEEPER-1413, [~thawan] changed the LearnerHandler to check if the learner have a zxid not exist in leader and they're from different Epoch, we will not able to truncate it and instead will send a snap to the learner, although we may still have the dirty snapshot on disk, it's safe as we have a clear snapshot from leader.

But, I still think we should remove the takeSnapshot when leader loadData, from what I see it doesn't haven't any correctness issue by removing it, but it will decrease the unavailable time during leader election.
