   需要保证在服务正常启动以后调用其他服务，参考[服务事件](http://servicecomb.gitee.io/servicecomb-java-chassis-doc/java-chassis/zh_CN/build-provider/event-listener.html) 。 如果服务没启动完毕，就调用其他服务，就会出现这个错误。
