action in tag is not set correclty (bug???)

Hello,

I have struts 1.0 based application that has 2 mappings:

  <!-- Excel Servlet Mapping -->
  <servlet-mapping>
    <servlet-name>excelServlet</servlet-name>
    <url-pattern>/servlet/excelServlet/*</url-pattern>
  </servlet-mapping>

  <!-- Action Servlet Mapping -->
  <servlet-mapping>
    <servlet-name>action</servlet-name>
    <url-pattern>*.do</url-pattern>
  </servlet-mapping>

The application works fine until Excel servlet is invoked. Logged in users
can still use the application, however new users are forwarded to excel
servlet and not to action one.

Here is how the action is setup in Logon.jsp: 

<html:form action="/logon.do" focus="username"> 


Does anyone know why this is happening?
