I'm one of the Hudson admins, but I don't seem to have permissions to resolve issues
in its recently-created part of JIRA -- the Hudson component of the Infrastructure
project.

This seems to be common across the ASF Jira deployment. I'm told that worklog is likely locked down - but perhaps it can be disabled completely? It seems to confuse :).
