[RFC] Adding Common Lisp Implementation

Hi everyone,

I recently opened a PR to add a Common Lisp Avro implementation under https://issues.apache.org/jira/browse/AVRO-3954

I’d like feedback on whether a new implementation is welcomed for upstreaming and if so, how the ongoing maintenance burden of doing so can be mitigated

Any other thoughts are welcomed,
