Steps to reproduce:
-Go to Network
-Select VPC view from the dropdown
-Create a VPC if there is none present
-On a VPC, click on "Configure" button
-If needed, proceed and set the minimal required settings (eg. tier)
-Click on the Routers Network ACL Lists button, the ACLs are now listed
-Click on any item to open its detail view
-Select the ACL List Rules tab
Click on the "Edit tags" button of any the existing entries in the grid

Expected result:
-Tag editor should appear and tags should be editable

Actual result:
-Tag editor appears, but empty. Missing features: list, add, remove tags.

Note:
-Tag editor has a "Done" button, so it can be closed and the user can proceed using the UI, however tags are not listable and editable. Loss of "tags" functionality.

-The issue is seems to be related to CLOUDSTACK-5486.
