The ChaoticBalancerIT keeps failing. I found the following in the master logs. It seems the

at org.apache.accumulo.server.master.balancer.TableLoadBalancer.getAssignments(TableLoadBalancer.java:131)
at org.apache.accumulo.master.TabletGroupWatcher.flushChanges(TabletGroupWatcher.java:875)
at org.apache.accumulo.master.TabletGroupWatcher.run(TabletGroupWatcher.java:361)
```
The code appears to fail here in ChaoticLoadBalanacer, when assigning `int index = r.nextInt(tServerArray.size());`
```java
if (tServerArray.isEmpty()) {
// No tservers to assign to
return;
}
for (KeyExtent ke : unassigned.keySet()) {
int index = r.nextInt(tServerArray.size());
TServerInstance dest = tServerArray.get(index);
```

This doesn't seem to be an issue in 2.x, because it was stabilized already by @milleruntime in ACCUMULO-4602 (520d23d85dfce9297bab887726322861163a1fb2). I'm going to backport those fixes to 1.x
