There is currently no way to determine if a device has certain capabilities or not. A device such as a first generation iPad, for example, has no webcam, and it would be very useful if it was possible to check for the existence of a webcam on a device.

I vote for this functionality. Instead of relying to [3rd party plugin|https://github.com/phonegap/phonegap-plugins/tree/master/Android/Diagnostic], Cordova should have basic diagnose capability to do the job.
