Based on the error message you have posted here it looks like an issue which is located based on the network etc. The other question which version Nexus do you use? I'm not sure but why have you changed the port to 8083 ? Usually Nexus is setup with port 8081 etc. ? Have you checked and correctly setup'ed you network with IP4 / IP 4? To be honest I'm using Nexus for a long time and never seen such issues only related to network issue but not with Maven nor with Nexus ...
