Currently, administrators installing Stratos have to checkout the Stratos source code.  Instead, we should allow users to install Stratos just from released artifacts on https://dist.apache.org/repos/dist/dev/stratos/

As part of the Stratos build process, we should probably create an archive containing puppet files and Stratos installation scripts.
