Craig submitted a sample build.xml file to the struts-user mailing list which 
is supposed to provide  a good starting place for developers getting started 
with struts.  

The problem I found iwth it is in the dist target: the mkdir task refers to
the attribute "todir"; it should be "dir".

I'm marking this as a major bug, only because this is a makefile that newbies 
will use, and hitting a "speedbump" like this will discourage them, and 
possibly help drive them away from using struts.
