Description: In [PR #5119|https://github.com/apache/beam/pull/5119] a check is added that prevents overriding Combine PTransforms when using the FnAPI. This is to enable combines in FnAPI without combiner lifting. This check needs to be removed when combiner lifting is implemented in the FnAPI.
