[VOTE] Release Apache Pulsar 4.2.4 based on 4.2.4-candidate-1

This is a call for the vote to release the Apache Pulsar version 4.2.4
based on 4.2.4-candidate-1.

Validated apache-pulsar 4.2.4-candidate-1 on macOS x86_64:
- SHA-512 checksums match the published .sha512 (and the email)
- GPG: Good signature, KEYS from downloads.apache.org
- Tag v4.2.4-candidate-1 commit confirmed against the email
- BookKeeper native libs packaged in the binary
- Built source tarball with JDK 21 / Gradle wrapper (./gradlew assemble)
- Standalone health checks pass; pub/sub, Java function, and stateful
word-count function work; Cassandra sink verified

I verified the 4.2.4-candidate-1 release candidate:
- GPG signatures and SHA-512 checksums for the source and binary distributions, and the Cassandra connector NAR
- The release tag is correct
- Source build completed successfully with:
./mvnw -B -ntp -T 1C clean install -DskipTests
- The standalone binary started successfully, and a producer/consumer test delivered 10 messages
