Extension of Downsampling Aggregate Query

Hi!

I'm working on the downsampling aggregate query these days. I want to
extend the capabilities of the downsampling aggregate query in the
following days.

Formerly, the time sliding step must be greater than the time interval
in the GROUP BY clause. We should support the time sliding step less
than the time interval.

Now, I have finished designing the implementation details. I am
looking forward to your review and comments.
