[SPARK-51509][CORE][UI] Make `Spark Master` Environment page support filters
### What changes were proposed in this pull request?
This PR aims to support `filter` in `Spark Master`'s `Environment` page.
- http://localhost:8080/environment/
### Why are the changes needed?
This is an extension of the recent improvement.

### Does this PR introduce _any_ user-facing change?
Yes, this is a new feature.
