Umlaut not accepted

I have this problem with 1.2RC2

So far I have not been able to add an umlaut to the default publication using 
the One Form Editor.

Depending on the umlauts or their sequence I get such errors:

RELAX NG Validation failed: java.io.UTFDataFormatException: Invalid byte 1 of 1-
byte UTF-8 sequence.

or

RELAX NG Validation failed: java.io.UTFDataFormatException: Invalid byte 2 of 4-
byte UTF-8 sequence.

or

RELAX NG Validation failed: java.io.UTFDataFormatException: Invalid byte 2 of 3-
byte UTF-8 sequence.

Using "&#00E4;" for ä (a umlaut) results in this error:

SAXParseException: The character reference must end with the ';'
