Nightly release James-1.3-dev

FYI,
Just put up nightly release with the new UserRepository capabilities
(aliasing, forwarding & encrypted passwords) and both file based and
Daz's UserJDBCRepository incorporated.

I've called it 1.3 because the file-system storage of users will be
incompatible with 1.2.1 release.

PS If anyone fancies doing an upgrader to translate 1.2.1 file user
repositories into 1.3, which shouldn't be too difficult (ho, ho) that
would be great.
