I tried CloudStack 4.1 (community RPMs) + XCP 1.6 (with xe-switch-network-backend bridge) + Basic Zone today.
Unfortunately, Security Groups did not work out of the box.
It behaved like ALLOW-ALL for in/out traffic. At least I can SSH into guest VM before adding any SG rules.

Can I conclude that before there's a support package for XCP, Security Groups cannot work on XCP, even for previous versions?
In that case, XCP would not be as supported as XenServer. :(
