runConfigure is not executable

This is again a problem in xerces-c-src1_7_0.tar.gz from 
http://xml.apache.org/dist/xerces-c/stable/.  When I unpack, I find that 
configure and runConfigure do not have execute permission.  (This is in 
samples, src, and test.)

Would be great if this could be fixed properly.  Very strange that it has 
recurred.
