apache log file

hello,

I find string in the apache log file,

65.205.150.10 - - [27/Jun/2002:10:59:36 -0400] "-" 408 - "-" "-"

Can anyone tell me what this mean?  is it a normal htt request to the apache
webserver?

  Request timeout.  Normal? No.  Somebody, or something, connected to
  the server but did not make a request according to this entry.
