Currently NiFi publishes prometheus metrics which include bulletin gauges that reflects the existence of a specific bulletin.  This request is to enhance the available metrics to include a counter metric that tracks the incidence of bulletins by category (e.g. ERROR, WARN, INFO).  This will allow systems consuming metrics to determine increase or decrease of bulletins overtime.
