Who should I talk to to suggest that this patch be moved into the official
distribution?  Whether or not CONNECT is specified to work over ssl it would be
useful if it did.  There are certainly circumstances where it might be desirable
to securely proxy the first leg of a connection, regardless of the underlying
connection's protocol.  I'd like to be able to use the functionality without
having to move to a patched apache server.
