[VOTE] Move code from SVN to GIT

We have discussed this in the past, but I think now is a good time to put
it to a vote.  I think we would wait until after the next successful
release (hopefully 0.23), but let's get agreement from the community first.


Vote will remain open until January 6th.

[ ] +1 approve
[ ] +0 no opinion
[ ] - 1 disapprove (reason why)

I don't have a strong preference for GIT over SVN.
