[PATCH] several changes on news.xml and who.xml

Hi,

Here're patches on news.xml (several changes for the correct expression)
and who.xml (add the translators section) @ xdocs section.

Please apply these patches.

P.S. Because of the failure of the web-server, now the Japanese
translation of POI pages cannot appear. Within this month,
these will be restored.
