   ## Which issue is fixed by this PR? If not related to an existing issue, what does this PR do?
ORT.py will now only update files named `regex_revalidate.config` when in REVALIDATE mode. This is *not* what `traffic_ops_ort.pl` does, but it has been expressed that this is what it *ought* to be doing.

   ## Which TC components are affected by this PR?
   - [x] Traffic Ops ORT (Python)

   ## What is the best way to verify this PR? Please include manual steps or automated tests.
Start up [CDN-in-a-Box](https://traffic-control-cdn.readthedocs.io/en/latest/admin/quick_howto/ciab.html) and manually `docker exec` into the edge and mid containers to stop the automatically running ORT job e.g. via `kill "$(pidof crond)"`. Then, create a content invalidation job for the `demo1` and verify that manual runs of `traffic_ops_ort` in REVALIDATE mode _only_ updates the `/etc/trafficserver/regex_revalidate.config` file. DEBUG logging (`-l DEBUG`) will probably help.

   ## Check all that apply
   - [x] This PR includes documentation updates
