Keeping passthrough Makefile.PL

Greets,

The TODO list for KS 0.30_08 had a line-item about zapping the "passthrough
Makefile.PL", inspired by a comment Module::Build dev David Golden made on a
CPAN testers mailing list.  ("Module::Build::Compat must die.") 

After consulting the the M::B team, I've changed my mind: KS and Lucy should
keep the passthrough Makefile.PL for now.
