I think there is a misunderstanding somewhere, nobody gets access to the git or svn source repository servers except commit access.

As for svnpubsub for dist, that is set up already too

https://dist.apache.org/repos/dist/release/incubator/allura/

You have commit access to that dist area

You also have https://dist.apache.org/repos/dist/dev/incubator/allura/

that's for staging release candidates from which you can simply 'svn mv' to release.
