The task relies on the VM file.encoding right now, and seems like a worthy
candidate to get its own.

Exec.java (dead?)
    fos = new PrintWriter(new FileWriter(out));
ExecTask.java (just need to relay the encodings to existing methods)
    protected void setupRedirector()
        redirector.setOutputEncoding(outputEncoding);
        redirector.setErrorEncoding(errorEncoding);
        redirector.setInputEncoding(inputEncoding);

I think these need the constructor
outputEncoding/errorEncoding/DEFAULT_ENCODING
 hooks also.

Redirector.java
        outPrintStream = new PrintStream(outputStream);
        outPrintStream = new PrintStream(outputStream);
        errorPrintStream = new PrintStream(errorStream);
        errorPrintStream = new PrintStream(errorStream);
