Continuous integration and automated container release builds rely on GitHub Actions workflows under {{{}.github/workflows/{}}}.

To ensure stability, comprehensive regression testing, and full alignment with Apache Software Foundation infrastructure governance policies, this improvement:
 # Adds a dedicated GitHub Actions Continuous Integration (CI) workflow to test the entire project using Ant.
 # Updates third-party GitHub Actions across existing workflows to the latest commit SHAs approved by ASF Infrastructure.

h3. Improvements Implemented
h4. 1. Dedicated Continuous Integration Workflow ({{{}.github/workflows/ci.yml{}}})
 * Created {{.github/workflows/ci.yml}} triggered automatically on pushes to {{{}trunk{}}}, pull requests targeting {{{}trunk{}}}, and manual dispatch via {{{}workflow_dispatch{}}}.
 * Executes the complete project build and test lifecycle with Ant:

 * Runs on {{ubuntu-24.04}} with OpenJDK 25 Temurin x64.
 * Configures {{ANT_OPTS: -Xmx4g}} to ensure adequate heap memory for compiling all connectors and executing the complete test suite.

h4. 2. Alignment with ASF Approved Actions ({{{}apache/infrastructure-actions{}}})
 * In accordance with ASF Infrastructure policy ([apache/infrastructure-actions/approved_patterns.yml|https://github.com/apache/infrastructure-actions/blob/main/approved_patterns.yml]), third-party GitHub actions must be pinned to specific approved commit SHAs.
 * Updated older pinned actions in {{create-docker-image.yml}} and {{create-release-candidate.yml}} to the latest approved commit SHAs:
 ** *QEMU Setup:* {{docker/setup-qemu-action}} updated from {{96fe6ef7f33517b61c61be40b68a1882f3264fb8}} to {{99012661954931238ded8c8b007157a8430204e1}} (v4.4.0)
 ** *Buildx Setup:* {{docker/setup-buildx-action}} updated from {{bb05f3f5519dd87d3ba754cc423b652a5edd6d2c}} to {{f87e5991a6d7451dcb8d9637bfbc97413f497069}} (v4.4.1)
 ** *Docker Login:* {{docker/login-action}} updated from {{af1e73f918a031802d376d3c8bbc3fe56130a9b0}} to {{dbcb813823bdd20940b903addbd779551569679f}} (v4.6.0)
 ** *Build and Push:* {{docker/build-push-action}} updated from {{53b7df96c91f9c12dcc8a07bcb9ccacbed38856a}} to {{c3c9e263c25d99ce0380d002d59b67737d91b0dc}} (v7.4.0)
 * Prevents potential CI failures and workflow blocks caused by expiring action pins under ASF repository rules.

 * Successfully validated {{.github/workflows/ci.yml}} workflow structure and syntax.
 * Verified full ASF License 2.0 header compliance across all modified and newly created workflow files via {{{}mvn apache-rat:check{}}}.
