excluding docs using Cocoon conf/cli.xconf

Wow, i can't believe that we forgot about the ability to exclude
patterns of URIs from processing with the Cocoon CLI configuration.

Excluding the 07 and 06 docs from processing gives this speed-up:

Before ... 432 docs took 4:45
After .... 260 docs took 3:30
