# in rule describe comment

Hi,

I want to include a URL in a 'describe' of a rule that includes a
'#'xxx' to go to someplace inside the page... however, this is taken
as a comment and ignored.

If i use \#, then I get the literal '\#' and %23 tries to put the # as
part of the filename...

Is there a way to do this?
