bring CLUSTER_CONF back

Hi,

Today when I checked some codes, I find ClusterConstant.CLUSTER_CONF
is removed in PR2740 ([1] @HouLiang). In that PR, CLUSTER_CONF is
replaced by IOTDB_CONF.

IMO, keep CLUSTER_CONF separate from IOTDB_CONF sometimes can bring
more flexibility.
By default, we can set them the same. So, I'd like to bring the variable back.
