Oh dear...

Try starting the server with another server already running on the same
ports.  It'll die saying no listening ports available, right?  That's cool.
useful even.  What's not is what it says next.

[Fri Dec 28 20:39:26 2001] [alert] no listening sockets available, shutting
down
[Fri Dec 28 20:39:45 2001] [notice] Apache/2.0.30-dev (Unix) configured --
resuming normal operations

Maybe we should see if we can stop the last line from being displayed?

This doesn't happen for me using prefork.
