I have removed the IP from fail2ban. You should be able to access svn.apache.org now

Also so you are aware what happened:

> I went to California for a week and since I've come back, I have not been able to connect to svn from my ip. I'm guessing perhaps my jenkins machine that I run misbehaved while I was gone?
> Anytime I try to use svn from my local machines I get connection refused or connection reset.
> Can someone take a look for me?
> Example IP: 68.197.175.89
> If so, I'll look at doing something else with my jenkins setup.
