The question about default page with user's root folder or url

Hi all,
 
    I'm confused about the default page,
    when I login into J2 by a normal user, the default page will be matching
my setting in user's root 
    folder metadata, and the URL is http://host/jetspeed/portal/ but when I
click a link of a page and
    the page was in default system root folder the URL of the page is 
    http://host/jetspeed/portal/public_page.psml then I link to
http://host/jetspeed/portal again
    and the page is still public_page.psml with URL
http://host/jetspeed/portal/ !

    Why the URL http://host/jetspeed/portal/ is not user's root folder
default page!
    am I missing some setting or it's a bug in J2.1.3 ?
