In general you're probably correct.  Especially if you're the 
individual, or one of the individuals, who is designing the
Req. Specs.  On the otherhand if you are given the specs and
for some oddball reason you can only use a single server engine
there are work-arounds that can be devised... Some customers
can come up with some pretty screwball requests and specs as
you probably know.
